In accordance with Section 13k(6) of the Energy Industry Act (EnWG), transmission system operators (TSOs) are required to develop an implementation plan and submit it to the Federal Network Agency (BNetzA) for review. The implementation plan sets out the key framework conditions for the use of this instrument.
For the two-year trial phase (1 October 2024 to 30 September 2026), the Implementation Plan 1.0 applies, whilst Implementation Plan 2.0 will apply to competitive tenders from 1 October 2026 onwards.
The TSOs, in consultation with the relevant stakeholders, drew up the implementation concepts within the specified timeframe and submitted them to the Federal Network Agency (BNetzA) for review. The BNetzA has completed its review of both concepts, concluding that, in their specific form, the submitted implementation concepts are suitable, for their respective periods of application, for effectively reducing the curtailment of electricity from installations in accordance with Section 3(1) of the Renewable Energy Sources Act and for not compromising grid and system security.
