Consultation balancing group contract 2023

29.08.2023 - News: Application submitted

In accordance with Article 18 (1) b) Article 6 (3) sentence 2 of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on system balancing in the electricity system (hereinafter referred to as "GL EB"), the German TSOs have further developed the modalities for the balancing group managers in the form of a revised balancing group contract and have publicly consulted with the balancing group managers and associations.

You will now find the balancing group contract including the explanatory document, which was submitted to the BNetzA for approval together with the application on 29.08.2023.


10.06.2023 - News: Consultation ended

The consultation of the standard balancing group contract was carried out from 08.05.2023 to 09.06.2023 and has now ended. Participation in the consultation is therefore no longer possible.

Background

On December 18, 2017, the "Commission Regulation (EU) 2017/2195 of November 23, 2017 establishing a guideline on system balancing in the electricity system" (hereinafter referred to as Guideline Electricity Balancing, or GL EB) entered into force.

Against this background, the German transmission system operators (TSOs) are obliged to consult all affected market players on a balancing group contract in accordance with Article 10 GL EB, which must ultimately be approved by the competent regulatory authority in accordance with Article 5 GL EB.

In this respect, the German transmission system operators will consult a balancing group contract in accordance with GL EB from 08.05.2023.


Consultation procedure

At the start of the consultation process, the TSOs published the draft standard balancing group contract to be consulted on this website, which takes up the findings of the discussions held to date. Please note that only this draft of the standard balancing group contract is the subject of the consultation. The explanatory document and any other documents are only intended as an aid to explanation. The published process description "Timetable processing in Germany" in version 4.5 is also for information purposes only in order to provide stakeholders with a comprehensive overview.


  • The draft of the standard balancing group contract will be consulted by the TSOs in the period from 08.05.2023 to 09.06.2023.
  • The TSOs will only offer an online form for the submission of comments. In this way, the TSOs can ensure that your comments are recorded and taken into account promptly and in full (see below for the link to the form).    


Please note that the TSOs reserve the right to publish the comments received on the internet; in any case, these will also be submitted to the BNetzA. If your comments contain trade and business secrets, please mark these in the appropriate place on the form.

After evaluation and assessment of all consultation contributions submitted in due time, the TSOs will submit the standard balancing group contract to the BNetzA for approval.
