Consultation balancing group contract 2019

On this page you will find all relevant information on the consultation of the balancing group contract by the four transmission system operators.  In addition to basic information such as the Guideline Electricity Balancing (GL EB), the balancing group contract to be consulted, the timetable and the link to the form for participation in the consultation, further information on the consultation will be published on this website as required. 12.04.2019 - News: Procedure completed - The Federal Network Agency grants its approval for the modalities for balancing group managers (standard balancing group contract for electricity)

On 12.04.2019, Ruling Chamber 6 of the Federal Network Agency approved the transmission system operators' application for the modalities for balancing group managers in the form of a new balancing group contract (electricity) (ref. BK6-18-061). The approval was granted on the basis of Art. 5 Para. 4 in conjunction with 18 Para. 1 b) and 6 of the European Guideline on System Balancing in the Electricity Supply System (Regulation (EU) 2017/2195, "EB Regulation").

With effect from 01.05.2020, the new balancing group contract for electricity will completely replace the currently valid standard balancing group contract (determination of the Federal Network Agency on the standardization of balancing group contracts (electricity) dated 29.06.2011, ref. BK6-06-013). The aforementioned determination will be revoked at the end of 30.04.2020.

We would like to point out that Annex 2 (contact details of TSO and BRP) to the approved balancing group contract (deviating from the specified introduction date of 01.05.2020) is to be used shortly. The background to this is the determination BK6-18-032 of the Federal Network Agency (tenor number 6). This stipulates that the processing of the exchange of schedule data between the BRPs and the TSOs responsible for the control areas must be secured by means of a signature in a first implementation stage from 01.10.2019. Annex 2 to the balancing group contract was therefore supplemented with additional specific contact data. The TSOs will shortly approach the BRPs within the framework of the existing contractual relationships and replace the existing Annex 2 with the new version that has now been approved in order to collect the master data required for the signature.


07.03.2019 - News: Amendment application by the TSOs

On 07.03.2019, the transmission system operators submitted an amendment to their application submitted to the Federal Network Agency on 18.06.2018. It concerns both amendments to the actual text of the contract and amendments to Annexes 2 and 8 to the contract. The procedure is being conducted by the Federal Network Agency:

18.06.2018 - News: Application submitted

In accordance with Article 18 (1) b) of Commission Regulation (EU) 2017/2195 of 23 November 2017 establishing a guideline on system balancing in the electricity system (hereinafter referred to as the "EB Regulation"), the German TSOs have developed the modalities for the balancing group managers in the form of a revised balancing group contract. The TSOs have developed the balancing group contract and consulted publicly with the balancing group managers and associations.

You will now find the balancing group contract including the explanatory document, which was submitted to the BNetzA for approval together with the application on 18.06.2018.


04.04.2018 - News: Consultation workshop in Berlin

As announced, the TSOs will hold a consultation workshop for all participants in the consultation on the standard balancing group contract on 02.05.2018. The aim of the workshop is to discuss key consultation results with the participants. An agenda will be made available to the participants in good time.

03.04.2018 - News: Consultation ended

The consultation of the standard balancing group contract was carried out from 01.03.2018 - 03.04.2018 and has now ended. Participation in the consultation is therefore no longer possible. The TSOs are now starting to evaluate the comments in preparation for the workshop.

Background

On December 18, 2017, the "Commission Regulation (EU) 2017/2195 of November 23, 2017 establishing a guideline on system balancing in the electricity system" (hereinafter referred to as Guideline Electricity Balancing, or GL EB) entered into force.

Against this background, the German transmission system operators (TSOs) are obliged to consult all affected market players on a balancing group contract in accordance with Article 10 GL EB, which must ultimately be approved by the competent regulatory authority in accordance with Article 5 GL EB.

In this respect, the German transmission system operators will consult a balancing group contract in accordance with GL EB from 01.03.2018.


Consultation procedure

At the start of the consultation process, the TSOs published the draft standard balancing group contract to be consulted on this website, which takes up the findings of the discussions held to date. Please note that only this draft of the standard balancing group contract is subject to consultation. The explanatory document and any other documents are only intended as an aid to explanation. The published process description "Timetable processing in Germany" in version 4.0 is also for information purposes only in order to provide stakeholders with a comprehensive overview.


  • The draft of the standard balancing group contract will be consulted by the TSOs in the period from 01.03.2018 to 03.04.2018.
  • The TSOs only offer an online form for submitting comments. In this way, the TSOs can ensure that your comments are recorded and taken into account promptly and in full (see below for the link to the form).    


Please note that the TSOs reserve the right to publish the comments received on the internet; in any case, these will also be submitted to the BNetzA. If your comments contain trade and business secrets, please mark these in the appropriate place on the form.

Following the written consultation, a consultation workshop will be held on 02.05.2018. The TSOs will publish further details about the workshop on this page.

After evaluation and assessment of all consultation contributions submitted in due time, the TSOs will submit the standard balancing group contract to the BNetzA for approval on 18.06.2018.
