Activated Balancing Capacity

The transmission system operators tender the required quantities of balancing capacity on the balancing energy market. As trustees of the balancing groups, the TSOs are required to call up balancing capacity as cost-effectively as possible in accordance with the working prices of the bids submitted. This requirement applies to both the automatic balancing of fluctuations ("automatic Frequency Restoration Reserve", or "aFRR" for short) and the manual balancing ("manual Frequency Restoration Reserve", or "mFRR" for short).

For both balancing capacity types and both control directions, the bids submitted are ranked nationwide in a merit order list (MOL) in the order of the energy prices and only the most favorable surcharges are called up in accordance with demand.

In the aFRR and mFRR platforms PICASSO and MARI, the bids of the participating TSOs are ranked in the same way and used to optimize the aFRR and mFRR call-off, taking into account the permissible power exchange between the TSOs. This minimizes the costs for balancing capacity, which are borne by the balancing groups (and thus ultimately all consumers).

k*Delta f (PRL)

k*Delta f is the automatic reaction due to frequency deviations and is commonly referred to as primary balancing capacity("PRL", "FCR"). This is activated by deviations of the frequency in the continental European synchronous area from the target frequency of 50 Hertz. k*Delta f is calculated from the K-factor of the TSO (depending on the PRL provided) and the frequency deviation. The actual PRL provided is not measured and may deviate from the calculated PRL. Values that exceed the awarded PRL are also possible.

activated aFRR

The use of aFRR is essentially used to compensate for power imbalances. The aFRR is allocated as part of the balancing capacity tender on the previous day in accordance with the requested capacity prices, taking into account any core shares. As part of the subsequent quarter-hourly standard capacity market, the bids are updated and the working prices are specified. The call-off of aFRR is carried out automatically by the power frequency controller of the connecting TSO in accordance with the valid merit order in the order of the working prices. In the aFRR platform PICASSO (and IGCC), the aFRR call-off of the participating TSOs is optimized. The activated aFRR published here corresponds to the provided (physically delivered) aFRR based on the data of the awarded balancing service providers in the case of operational data, and to the billing-relevant aFRR in the case of quality-assured data.

Activated mFRR (MRL)

The compensation of long or particularly high power imbalances is achieved through the manual use of mFRR (in addition to or to replace aFRR). Allocation on the balancing capacity and balancing energy market is carried out in the same way as aFRR. The call-off of mFRR takes place via the MOLS, the intra-German call-off system, in the order of the working prices and is optimized by the mFRR platforms MARI between the participating TSOs. In the event of demand, the bids with the lowest working price are used, provided that sufficient transmission capacity is available.
