Invitation to an information event on 22 January 2026
Since 1 October 2024, the system service ‘use instead of curtailment’ in accordance with Section 13k of the Energy Industry Act (EnWG) has been in a trial phase, which includes a flat-rate allocation procedure. From 1 October 2026, the instrument will switch to the ‘target model’, in which curtailment electricity volumes are to be allocated through a competitive process.The four transmission system operators (TSOs) are inviting participants to a joint online information event on the target model for use instead of curtailment in accordance with Section 13k EnWG, which will be implemented from October 2026. This will take place on Thursday, 22 January 2026, from 1:00 p.m. to 3:00 p.m. The information event is aimed in particular at interested operators of switchable loads as ‘relief facilities’, affected grid operators and relevant associations.During the event, the TSOs will report on the experience gained during the trial phase since October 2024 and inform you about the current status of the key points for the target model concept and the associated operational processes from October 2026 onwards.
The key points for the target concept will then be formulated and submitted to the BNetzA for review and approval in the form of Implementation Concept 2.0. Publication is planned for 1 April 2026. The operational processes and contractual documents will be adapted on the basis of Implementation Concept 2.0. The adjusted framework conditions are then to apply from 1 October 2026.The information event is intended to facilitate mutual dialogue, and time will be set aside for potential questions.For the purposes of concrete planning, participants are requested to register and provide feedback on content suggestions by 16 January 2026 using the TSO contact form at www.netztransparenz.de, specifying the topic ‘Benefit instead of curtailment’. Trial phase
The transmission system operators (TSOs) actively approached the energy sector as part of the implementation of Section 13k of the Energy Industry Act (EnWG) and invited them to several joint online information events from January 2024. Some of these were organized in coordination with the Federal Network Agency and the Federal Ministry for Economic Affairs and Climate Protection.
The purpose of these events was to inform potential interested parties and participants about the planned framework in a non-discriminatory manner and to take their requirements and views into account in the implementation concept and contractual documents.
The overarching goal was to create an optimal framework for successful implementation and to be able to start the trial phase on time on October 1st, 2024.
