Redispatch 2.0 at the TSO-DSO interface

The transmission system operators are currently carrying out an intensive commissioning and test program for the safe introduction of balanced redispatch at the TSO-DSO interface, which is based on the Federal Network Agency's Communication No. 8 on Determination BK6-20-059.

In this context, the interface between a TSO and a DSO relevant for grid congestion management can only be put into operation if the proof of operational readiness according to notification no. 8 has been completed and, according to notification no. 9, there are no reasons of system security to the contrary.

In the following, the TSOs provide an overview of the decisions regarding the commissioning of the balanced redispatch of the DSOs that are already implementing measures in their grid.

This overview is based on the current state of knowledge of the TSOs and therefore does not claim to be exhaustive. The list of TSOs that have announced the start of balanced redispatch, regardless of whether measures exist or not, can be found in the BDEW transparency list, which is linked on this page.

DSO: Announced start of the balanced redispatch

If a DSO has successfully completed the operational test within the meaning of notification no. 8 and, in the opinion of the transmission system operators, there are no reasons relating to the security and reliability of the electricity supply system that preclude the start of balancing by the grid operator, this DSO is to be transferred to redispatch with balancing by the grid operator in accordance with notifications no. 8 and 9. As far as the transmission system operators are aware, the following DSOs will be transferred to balanced redispatch on the dates specified.

DSO: No start or continuation of balanced redispatch possible yet

If a DSO has successfully completed the operational test within the meaning of notification no. 8, but there are reasons relating to the security and reliability of the electricity supply system which, in the assessment of the transmission system operators, initially rule out the start or continuation of balancing by the system operator, the transmission system operators and the affected system operators shall notify this on their websites and to Ruling Chamber 6. From now on, the transmission system operators will use this page for publication.

In the following, the DSOs per control area that fall under the above-mentioned criterion of notification 9 no. 3 and will therefore not initially start the balanced redispatch are highlighted.
