Regulation (EU) 2017/2196 "Emergency and restoration of the transmission system" provides for the development of contractual modalities for providers of ancillary services to avoid the expansion of disturbances (Art. 4 para. 2 lit. a) ER Regulation), which the TSOs are to submit to the national regulatory authority for approval.
From today's perspective - particularly in light of the current regulations - the German TSOs see no need to develop such modalities.
There is therefore no need to submit an application for contractual modalities.
