Plant specific compliance process for customer systems (16.04.2026)

In this document, the German transmission system operators describe a supplementary process for providing evidence of compliance with the currently applicable technical requirements for customer installations. In this context, the term ‘customer installations’ refers to generation facilities (Type 2), electrolysis facilities, data centres, battery storage facilities, combined systems, closed distribution systems and other large industrial consumers (e.g. steelworks), which collectively comprise all units, additional components and other electrical equipment (e.g. grid connection cables, protective components) connected at the grid connection point. 

The procedure is based on the individual verification method (‘Einzelnachweisverfahren’, System Certificate C) as described in Section 11.6 of VDE-AR-N 4130. It is the responsibility of the relevant grid operator to apply this document when verifying compliance with the requirements for the connection of customer installations. The requirements apply to the entire customer installation, including all ancillary equipment necessary to maintain operation (e.g. cooling, compressors, generation units, uninterruptible power supply). It follows that evidence must be provided at the facility level in the form of simulations of facility and system behaviour, and, as specified by the grid operator, through a detailed interaction study.
