White Paper on grid and supply restoration 2030 (08.12.2022)

The "White Paper" sets out the targets of the four transmission system operators for grid and supply reconstruction in 2030.


The electricity supply is undergoing fundamental change due to the coal phase-out and the energy transition: on the one hand, the generation portfolio is changing due to the decarbonization of the energy supply, but on the other hand, the load side is also affected by the increase in loads due to heat generation for buildings and industrial processes. Furthermore, "prosumers" (a cross between "producer" and "consumer") such as home storage systems or electromobility will play a much greater role in the energy system. Controllable and adjustable units will therefore also increasingly be found in the grid levels below the extra-high voltage level. However, even in the face of these changes, the grid operators' ability to act in crisis and major disruption situations must be maintained.

Against this backdrop, the four German transmission system operators have developed the target image for grid and supply restoration ("NWA"). In particular, the white paper takes into account all currently known framework conditions, such as the coal phase-out, changes in the generation portfolio, European regulations and changes in the scope for influencing the load side.

The 2030 target picture is divided into the following fields of action:

  • General aspects
  • Voice and data communication
  • Roles during the NWA
  • Active power management
  • System characteristics and system services

In order to define the steps and measures required to achieve the target picture, a gap analysis of the current status was carried out. The measures to be taken were then derived from this. At the same time, the analysis identifies the requirements for changing existing framework conditions in order to achieve the target picture: e.g. adjustments to the technical connection rules ("TAR") or to the roles and responsibilities of individual stakeholders.

With the publication of the White Paper, the transmission system operators are laying the foundation for future discussions - and providing a basis for the implementation of the target scenarios by the responsible stakeholders.
