§ 19 StromNEV levy 2022

According to the Energy Grid Fees Ordinance (StromNEV) of July 25, 2005, which was last amended by Article 2 of the Ordinance of July 27, 2021 (BGBl. I p. 3229), end consumers can apply for an individual grid fee in accordance with Section 19 (2) sentence 1 or sentence 2 StromNEV.

Transmission system operators are obliged to reimburse downstream operators of electricity distribution systems (DSOs) for lost revenue resulting from individual grid fees. The transmission system operators (TSOs) must offset these payments and their own lost revenues against each other. The lost revenue is allocated proportionately to all end consumers (EC) as a levy on the grid fees (Section 19 StromNEV levy).

The Section 19 StromNEV levy for 2022 was charged to end consumers from 01.01.2022. The levy for 2022 was calculated on the basis of the grid operators' forecasts of the expected lost revenue and final consumption for 2022, including the offsetting of a catch-up from the annual settlement based on the auditor's reports for 2020.

A summary of the above data results in the following § 19 StromNEV levy per end consumer group from 01.01.2022:

The following definitions of the end consumer groups show the maximum levy rates according to the law. These levy rates may not be exceeded. However, it is quite possible that the forecast calculation will result in a lower levy for the respective year. However, catch-up payments from the annual accounts of previous years may also result in a higher or lower total levy (sum of forecast levy and catch-up levy).

End consumer groups

The following end consumer groups are defined in accordance with Section 19 of the Energy Grid Fees Ordinance in conjunction with Sections 26, 28 and 30 of the Combined Heat and Power Generation Act (KWKG) of December 21, 2015 (Federal Law Gazette I p. 2498), which was amended by Article 14 of the Act of August 29, 2016 (Federal Law Gazette I p. 2034).

End Consumer Group A‘:  

Electricity volumes of end consumers for the first 1,000,000 kWh per point of purchase.

End Consumer Group B‘:  

End consumers whose annual consumption exceeds 1,000,000 kWh at a consumption point pay a maximum § 19 StromNEV levy of 0.050 ct/kWh for electricity purchases in excess of 1,000,000 kWh. The amounts listed in the table above are decisive.

End Consumer Group C‘:  

End consumers who are assigned to the manufacturing industry, rail-bound transportation or railroad infrastructure and whose electricity costs exceeded four percent of turnover in the previous financial year pay a maximum of 0.025 ct/kWh for electricity purchases in excess of 1,000,000 kWh. The amounts listed in the table above are decisive.
