KWKG levy 2020

In accordance with Sections 26a and 26b of the KWKG, the German transmission system operators are obliged to transparently determine the KWKG levy for the following calendar year and publish it by October 25 of the calendar year. The annual accounts for the previous calendar years are taken into account accordingly when determining the KWKG levy.

KWKG levy from January 1, 2020

Based on the forecast values reported by the subordinate grid operators and the Federal Office of Economics and Export Control (BAFA), the expected charges under the current KWKG were identified and the KWKG levy applicable to final consumption throughout Germany was determined and published.

Based on the forecast data available from the TSOs in mid-October 2019 on the amount of eligible KWKG electricity volumes expected for 2020 and the amount of the total expected subsidy volume, a KWKG levy of around 0.287 ct/kWh was calculated for 2020 as a surcharge on the grid fees for all non-privileged final consumption.

The 2018 KWKG annual statement based on available WP certificates results in an amount of EUR 227,847,005.34 to be made up, which leads to an additional levy of around -0.061 ct/kWh for all non-privileged final consumption.

Summarizing the above data results in a rounded KWKG levy of 0.226 ct/kWh on non-privileged final consumption from 01.01.2020.

General note on catch-up levies

Starting with the 2012 annual settlement, retroactive settlement by the TSOs with the grid operators on the basis of the actual KWKG levies will no longer apply (see BDEW implementation aid for KWKG 2016 dated 01.06.2018). The difference between the KWKG levies levied in 2018 and the KWKG levies resulting from the 2018 actual settlement will be taken into account when calculating the 2020 KWKG levy in accordance with Section 26a (1) KWKG. This catch-up levy is to be collected by the grid operators from the end consumers and passed on to the transmission system operator responsible for regulation to compensate for the difference remaining from the 2017 annual settlement.
